What's the best free Photo editing software

So, let's say you don't have photoshop and no cash to buy any other software, what free softwares do you recommended that is easy to use and has lots of option almost like photoshop?
I tried googling it but I don't know which are the best. Any ideas?

I found out about Photoscape. The features are alike Photoshop.

ACDSee does have common features like Photoshop. So far, there is only trial version available. Maybe you can give it a try.

The best open source Photo editing software is Gimp. Its like a mini-Photoshop . It has lots of features even Photoshop doesnt have!

Try Gimp , its really a good program.
